Lt. Gov. Dan Patrick Makes Human Life Protection Act a Legislative Priority

Texas Insider Report: AUSTIN, Texas – Texas Lt. Gov. Dan Patrick announced his top 31 priorities for the 87th legislative session. Texas Alliance for Life is pleased that his priorities include "Senate Bill 9 -- Abortion Ban Trigger," also known as the Human Life Protection Act. The Human Life Protection Act, authored by State Sen. Angela Paxton (R-McKinney), was originally numbered SB 391 and will be refiled as SB 9. It has been filed in the Texas House of Representatives as HB 1280 by Rep. Giovanni Capriglione (R-Keller).

The Human Life Protection Act is a complete ban on abortion, beginning at fertilization, that will go into effect (triggered) when and to the extent the Supreme Court reverses or modifies Roe v. Wade and Planned Parenthood v. Casey.

"We are thrilled to see the Human Life Protection Act on Lieutenant Governor Dan Patrick's list of top priorities for the 87th Legislature," said Dr. Joe Pojman, Texas Alliance for Life's Executive Director. "If the Supreme Court changes its terrible precedent and allows states to protect unborn babies before viability, Texas needs to be ready with a new law to ban abortion," Pojman added.

Ten states have passed essentially the same law:
  1. Arkansas
  2. Idaho
  3. Kentucky
  4. Louisiana
  5. Mississippi
  6. Missouri
  7. North Dakota
  8. South Dakota
  9. Tennessee, and
  10. Utah
