For cryin' out loud people, common sense is all you need to be able to check the transporting vehicle and if there is a child in it, get them out. Without common sense, training will not take effect on the idiot taking the training. Maybe just put a checklist by the driver's seat that has to be turned in at the time of arrival, or the driver is not paid for that day. Be sure removal of all children is on the checklist. The money spent by the daycare centers for formal training has to come from somewhere, either raising the child care rates, or taxing the whole state for reimbursement for the courses. The day care owners are not going to pay for this out of their own pockets. Common sense tells me that.
